Ottawa has identified two major Arctic transportation initiatives—the Grays Bay Road and Port Project in Nunavut and the Mackenzie Valley Highway in the Northwest Territories—as the first projects to begin the process of receiving national interest designation under the federal Building Canada Act. The announcement, made in Yellowknife, signals the government’s intention to fast-track strategic infrastructure considered essential to Canada’s economic growth, Arctic sovereignty, and critical minerals supply chain, while still requiring consultations with Indigenous governments, territorial governments, and other stakeholders before the designation is finalized.
The Grays Bay project would construct a 230-kilometre all-season road, deepwater port, and supporting infrastructure linking mineral-rich regions of western Nunavut to the Arctic coast, creating a new export route for critical minerals. The Mackenzie Valley Highway would extend an all-season road connection from Yellowknife to Inuvik, improving transportation for communities that currently rely on air travel, winter roads, or barges while supporting economic development across the North. Construction on the projects is not expected to begin until 2028 or 2029, pending regulatory approvals.
Federal ministers described both initiatives as nation-building projects that will strengthen Canada’s Arctic presence, improve community connectivity, and encourage private investment. Under the Building Canada Act, projects designated as being in the national interest can benefit from streamlined federal permitting and coordinated approvals, although northern territorial impact assessment processes will still apply. Government officials say the designation is intended to provide greater certainty for investors while respecting environmental reviews and Indigenous consultation obligations. Opposition critics argue the announcement is largely procedural until approvals and construction timelines become more concrete.
