A newly formed joint venture involving the Nisga’a Nation, Tahltan Nation Development Corporation (TNDC), and Arrow Transportation Systems Inc. is acquiring Stewart Bulk Terminals Ltd., which operates the deep-sea Port of Stewart Bulk Terminal in British Columbia.

The venture is organized under Portland Canal Holdings Limited Partnership, with equal ownership among the three partners. They will also operate through a subsidiary, Portland Canal Terminal Limited Partnership.

Key asset details:

  • The terminal is located on a six-acre foreshore site at the head of the Portland Canal, giving access for export of copper, gold concentrate and other critical minerals from the Golden Triangle region and southeastern Yukon.
  • It currently processes about 260,000 tonnes/year of copper and gold concentrate, operating at roughly 50% of its rated capacity, indicating room for scaled up throughput.

Financial & structural support:

  • The government of British Columbia has provided a CAD$5 million grant to help the Nisga’a and Tahltan Nations to acquire the terminal.
  • The partners are consolidating regional trucking operations—specifically Arrow Transportation’s Stewart Trucking Division and Tahltan-Arrow Transportation LP—to create an integrated port-to-truck supply chain.
